美國國會和白宮（含國務院）都曾公開表態他們的「一中政策」，其領土是不包括台澎。也就是說，美國堅持台澎領土歸屬根本不是中國的一部分。

既然都這麼說了，那麼台灣關係法所明示1979 01 01 以前被美國稱呼作中華民國ROC的統治當局，從1996之後就被台澎金馬全體公民民選，正式變成在地自治的統治當局了。這個當局以後要換掛啥新招牌，都不要緊。

所以賴清德前些日公開表態：台灣已經是個主權獨立的國家，名字叫中華民國，與中國互不隸屬，不必另外宣布台灣獨立。換句話說，賴清德明白表示「中華民國不是中國」，中華民國和中國互不隸屬的立場。

這種提法既合乎台灣關係法，也合乎美國一中政策，而且很清楚畫線，顯示與民進黨過去提法最大不同在於領土主權上：中華民國和中國互不隸屬。這是DPP 有史以來最前進的說法了。

Taiwan has been a sovereign and independent state, and the name of which as indicated in TRA is  known as the ROC prior to 1979 01 01.  Territorial attributions of Taiwan and China are mutually exclusive, which is consistent to the One-China policy of the United States . There would be no further need to declare independence for Taiwan’s sovereignty.
